It can be done if you have a business license to purchase from auctions and the means, patience and ability to wrench on the car yourself. Nothing crazy like on those shows, but you could do alright.

I know a guy that buys non-runners that he thinks he can fix relatively easy. He'll fix one up and drive it around until he finds another one he can fix up. Then he'll sell one of the two and keep going. I don't know how lucrative it is, but he makes a little money and seems to enjoy his rotating flock of beaters. He's a mechanic by trade, so he knows what he's doing.
